The House of Representatives has passed on third and final reading the bill requiring the registration of SIM cards.
The House Bill 5793 or the "Subscriber Identity Module (SIM) Card Registration Act" got a vote of 181 yes and 6 no (with 0 abstained) from congress on December 6, 2021.
The proposed bill aims to assist authorities in tracking down lawless criminals who use their mobile phones to commit or engage in illegal actions.
The bill proposes establishing a system for the sale and registration of SIM cards for all users, with necessary data, such as full name, date of birth, gender, and address, being entered into a registration form prepared for the phones.
Moreover, every telco or direct seller shall require the end-user of a SIM card to present a valid or government-issued ID with a photo to ascertain the user's identity.
Additionally, the bill requires the end user to sign a control-numbered registration form attesting that the person who purchased the SIM card signed the registration form.
Suppose the buyer of the SIM card does not have any government-issued ID, they may use NBI clearance, police clearance, or Philippine Statistics Authority (PSA) certified birth certificate with an ID picture taken within the last 6 months.
Under the proposed bill, foreign nationals are also required to register their SIM cards.
Information submitted by the user in the SIM registration is subject to the bill's confidentiality clause unless granted access by written consent from the user.
If a SIM card is lost or any information on the registration form changes after the SIM card is purchased, the subscriber must notify the operator within 48 hours of the loss or change in information.

Existing prepaid mobile phone subscribers must register with their respective telcos within 180 days of the Act's implementation date. You may obtain a maximum of 120-day extension by submitting a valid written request to the DICT.
Failure to register within the specified time frame authorizes the telco to deactivate the subscriber's prepaid SIM card services.
Further, the bill establishes penalties for the telcos and direct sellers who fail to comply with the bill's provisions.
